Such files with the .jpg extension are known as Progressive JPEG (progressively higher resolution copies of the image). Not to be confused with progressive scan video, as opposed to interlaced like NTSC. In turn, that should not be confused with Adam7 interlaced PNGs (which, ironically, accomplish the same goal as Progressive JPEG).

It’s possible but unlikely that the editing program would just copy the original low-res copies. Maybe a thumbnail cache needs to be rebuilt?
