0·2 months agoThe question is what are they to do if a kid starts their own instance. Will the kid get fined?

The taxpayer may foot the bills, but there are options to add other stipulations to any potential settlement in addition to a monetary award such as people getting fired, mandatory training with all the local police regarding the first amendment and so on. Hopefully something like that can be rolled into any litigation.
