No, not at all. If this were passed around in a vegan circle or a vegan event and the roles were reversed as you asked it would be. Butnsince it is here, pro-carni, and the government is pushing that stance this is what automcatically qualifies it as propaganda. Thats not the question here. The question was if it were reversed would it be propaganda. It could be, but the context of this being pro meat is what automatically makes it propaganda since that is what the government is currently pushing.
