You hear news about terrorist attacks carried out by an extremist group involving a suicide bomber (that is considered mass murder since it affects multiple victims at once alongside injuring others) using a guy or woman in a vest as a scapegoat, the explosives kill both the suspect/s and victims but the problem is that the perpetrators will kill both judges & juries, the police & victim’s family for insisting “you deserve to rot in prison”.

If speaking about that dilemma: you hear updates about the judge and jury end up murdered next morning and the victim’s family being left with death threats at their door step from the perpetrators followed by a text from an anonymous number saying their kids or spouse have been kidnapped as collateral plus blackmail if reporting to the police ends up with their loved ones dead. This alone ends up being the barrier to why no one snitches.

Real life isn’t like the movies: so you can’t be a lone action star fighting your way in to save your relatives from these people via vigilantism. How often does that actually happen in reality? Even if you opt for a military or mercenary response: extremist groups are expandable since a new ringleader can be appointed if the previous one has perished from a drone strike, so you still kind of lose. They operate akin to a cartel in a sense.
