They have apparently restarted, but there is a massive backlog.
How do I get this to news media?
For one, you need proof. No reputable newspaper is going to report on “I heard that…” without anything to back it up.
Any reputable media will want to know how you know about this, and they’ll want to verify its accuracy.

Obtain proof that this is true. Get some people that were potentially affected that might be willing to testify about it. Try to contact the major news outlets, hopefully at least one of them will report on this.
Remember, the news media in your area may be only one company (like Sinclair, for example). They’re not really about investigative journalism and news in the traditional sense, think of them as “Corporate Propaganda Outlets”.
So, in addition to contacting, say, channel four, contact them all, and make sure that they know that you are contacting other outlets. Perhaps one will be eager to bring down their competition (if they have any).
And be sure that any local investigative journalists have the scoop, even if it’s only a youtube channel or Facebook group. With enough outrage, a major may pick up the story in the future. Do a search for “local news”, “oklahoma investigative journalism”, etc. to try to find all that you can.
I’m positive that others in your area have dealt with this before. They may be able to help, but you have to find them and they won’t be advertised by Google.
Also consider independent outlets, multiple.
