Due process always has exceptions. Prosecutorial discretion being a relevant one in this context.
Prosecutorial discretion is not an exceptions. Its part of due process and ends the actions against the individual (well in relation to that one case). Exceptions are bs where people think due process only applies to some but it has to apply to all.
