Where I am, the Philippines is one of the top exporters of professional labor – including medical – and often they don’t come back because of low wages regardless of the job… unless the individual is amoral and capable of cunning; politicians, certain bureaucrats, high-ranking police and military officers, and their oligarch friends are just on top of the food chain.

Nope. In most of EU they only care about saving lives (see my other comment).
