What exactly is stupid?

Starved poors mean less poors so everyone will be richer. Easy how that works isn’t it?

In Germany it’s possible, but borderline poor. So tips are important to the waiters, but tips are an optional thing for good service and the usual amount is around 10%. Some shops start suggesting crazy tips when paying by card, but it’s socially accept to select 0% in this case
