Looks like a former prison that has been “renovated”.

In all seriousness, I believe it’s because this complex was made from an office building or other similar commercial structure. They tried to add more classical residential features to make it seem less sterile.

I feel like they somehow made it worse.
I’m guessing this area was outdoor at one point and it’s been renovated to be indoor but they only went as far as adding roof and floor, not really dealing with the stuff between.

I could get behind this if there was any actual decoration or community-oriented furniture in the hallway.
Maybe some fake plants, a bench/sofa, vending machines, etc. Any kind of reason to spend time in the hallway.
